David Blower

David has worked in the industry since 1993 and is passionate about creating high performing cultures where individuals are equipped to succeed. Initially building his career in finance he held a number of senior finance posts before moving into this wider role on the formation of Stonewater in 2015.

He leads a multi-functional team that is driving the business forward across a range of disciplines, including People, Technology, Risk and Assurance, Communications, Strategic Planning, Performance and data.

He is a Chartered Certified Accountant and holds an MBA from Warwick Business School.

Elizabeth Froude

Chief Executive Officer, Platform Housing Group

Elizabeth is currently Group Chief Executive at Platform Housing an organisation with a vision to be a Truly Modern Housing provider and in her 17 years in the sector has worked for organisations across all of Southern England and now the Midlands, having come to the sector to help deliver the first 3 way Merger in forming Radian Group.

Donna Cezair

Chief Executive Officer, Worthing Homes

Donna Cezair has undertaken a wide range of roles in the social housing sector, which has enabled her to combine a passion for delivering truly customer focused services whilst creating an environment where colleagues can be their best selves. She has recently become the CEO of Worthing Homes; a small, well-established community organisation, which is committed to working with customers and partners to have the greatest impact.

Andrew Muir

Managing Consultant, 4OC

Andrew has worked at Housing Associations for the last 30 years, starting as a housing officer in Leicester and ending up as executive director of corporate services at Notting Hill Housing. In his career, he has been lucky enough to lead dynamic, forward-thinking teams and deliver major projects aimed at creating and sustaining great places to work, ultimately for the benefit of tenants and customers. Andrew love strategy, managing change in complex organisations and improving services. 

 He joined 4OC in early 2021 after enjoying working alongside them on a merger integration and transformation programme, and he is currently working with a number of Housing Associations and Local Authorities.
